[ARCHIVED] City Commission to Consider Concrete Recycling and Baler Facility Improvements

PIERRE, SD – Two public works items related to infrastructure maintenance and facility improvements will be considered during the City of Pierre Commission Meeting tonight, March 10 at 5:00 p.m. 

Concrete Crushing for Street Projects 

City Commissioners will consider approval of a quote for the City’s 2026 concrete crushing project, which helps recycle materials from street and utility construction projects. 

Concrete removed during City construction work is salvaged and stockpiled at the City materials yard. Once enough material is accumulated, the rubble is crushed and recycled for future street work. 

This year, approximately 2,270 tons of concrete will be processed. After crushing, the recycled material is commonly used by City crews to repair soft spots or replace unsuitable base materials encountered during street reconstruction projects. 

City staff requested quotes from four contractors for the project and received one response. Morris Inc. submitted a quote of $14.50 per ton, for a total project cost of $32,915. 

City staff are recommending approval of the quote and authorization for the Mayor to sign all related documents. 

Baler Facility Concrete Paving Project 

Commissioners will also consider moving forward with a project to install concrete paving in public access areas at the City’s Baler Facility. 

The existing asphalt pavement in these areas has deteriorated and is no longer performing adequately. The project would replace the failing asphalt with durable concrete designed to provide long-term stability and improved drainage. 

Once completed, the upgraded surface will support safer and more efficient traffic flow for residents using the facility. 

If approved, the City will request bids from qualified contractors. Additional project specifications and submission requirements will be included in the formal bid packet. 

The City Commission meeting begins at 5:00 p.m. at the Pierre City Hall and is open to the public. Meetings are also streamed live on OaheTV and available online at www.oahetv.com
