[ARCHIVED] Commission Awards Three Contracts for New City Hall

Tuesday evening, the Pierre City Commission awarded Sharpe Enterprises of Pierre with the remodeling contract for the new City Hall.  The $698,900 contract includes the construction of a new commission room, conference rooms, office space, storage, and ADA compliant restrooms.

The City received six bids for the contract. Bids ranged from $575,644 to $830,450.

“Usually governments are required to accept the lowest responsible bid on this type of project,” said Kristi Honeywell, Pierre City Administrator. “However, the contractor who provided the lowest bid asked that it be removed from consideration.”

The next lowest bid came from Sharpe Enterprises, and consequently, the City accepted that bid.

“The engineer’s estimate for the construction was about $777,000,” said Honeywell, City Administrator. “Even with the second lowest bid, I’m pleased to say we’re still under our original estimates.”

Sharpe Enterprises will start remodeling the first floor of the Eagle Creek building, located directly behind Northridge Plaza, in March. City Hall will move into the first floor of the building upon completion of the remodel. The construction timeline as identified in the bidding documents has a completion date of July 1, 2018.  

The Commission awarded two additional contracts relative to the City Hall remodeling project Tuesday night as well. Country Carpet of Pierre received a contract for $61,505 for the purchase and installation of flooring at the new City Hall.

“To help control costs on the project, we awarded the flooring bid based off the National Joint Powers Agreement.  This is a multi-state agreement that helps government agencies secure reasonable rates on commonly purchased goods like commercial flooring,” said Honeywell.

The third contract went to Building Sprinkler, Inc. for $19,411.  Building Sprinkler completed the original sprinkler work when the Eagle Creek property was first developed in 2009.  This contract is for an adaptation of the existing fire suppression system.

“We have been talking about the need for a new City Hall since I started with the commission back in 2008,” said Pierre Mayor Steve Harding. “It’s very exciting to see the project moving forward and to see the big decisions being made.”
