Euclid Water Main Project

The South Dakota Dept. of Transportation is rebuilding Euclid Avenue, between Sioux Avenue and 8th Street. During road construction, the City of Pierre is replacing underground water mains, including the service lines owned by property owners along the construction zone. Per ordinance, private water service line replacement costs will be assessed to the private property owners.

What does this mean?

If you own an impacted service line along the construction zone:

  • The service within the public right-of-way, including the curb stop or valve will be replaced with a like-sized service line.
  • Property owners will be assessed the cost of the replacement; the estimated cost is $2,000 - $4,500 for residential lines.
  • The assessment may be paid in installments.

Why is this happening?

The SD Dept. of Transportation is rebuilding Euclid Ave. and, in the process, exposing water lines.

City records indicate service lines in the impacted area are between 50 and 100 years old and reaching the end of their useful life.

Replacing a water service now can prevent a more costly emergency repair in the future.

Per local ordinance, service lines are owned by the adjacent property owner.

When is this happening?

The SD Dept. of Transportation awarded the contract to Morris, Inc.; construction is scheduled to begin April 2025. Further construction updates can be found here at the SDDOT project website.
